In a significant yet understated move, officials from the US and Russia have been collaborating on a fresh peace initiative aimed at resolving the ongoing conflict in Ukraine. This newly drafted plan, as reported on Wednesday, would necessitate Ukraine's capitulation over certain territories and impose tight restrictions on the nation's military capabilities. This revelation comes in the wake of devastating drone and missile strikes in Ternopil, where at least 25 individuals lost their lives.

The peace proposal, reportedly formulated by Steve Witkoff, an envoy from Donald Trump, alongside Kremlin adviser Kirill Dmitriev, involves stringent measures that could allow Russia significant influence over Ukraine’s military and political landscape. Such demands are expected to be perceived as an act of surrender by the Ukrainian government.

Witkoff and Dmitriev have established a vital, albeit unofficial, communication channel between Moscow and Washington. As of now, it remains unclear whether the Trump administration has officially endorsed this peace plan.

Previous statements from Ukraine's President, Volodymyr Zelenskyy, indicate that these conditions are unacceptable and have been referred to as non-starters.

This 28-point plan seems to draw inspiration from a similar initiative proposed during the Trump administration concerning the conflict in Gaza. Initial reports about this plan surfaced on Axios, highlighting the ongoing negotiations amidst the backdrop of conflict.

Despite the Trump administration's claims of nearing a peace agreement between Russia and Ukraine, prior proposals have faltered due to the heavy demands placed on Ukraine, essentially favoring Russia while imposing painful sacrifices on the Ukrainian side.

The context of these diplomatic discussions is further complicated by a recent wave of Russian assaults in western Ukraine. Key targets included residential buildings in Ternopil and energy facilities in Ivano-Frankivsk and Lviv. This strategy appears to be part of a broader, systematic effort by Russia to dismantle Ukraine's civilian power infrastructure ahead of the winter months.

Oleg Hrytsyshyn, a resident of one of the affected apartment buildings, shared a harrowing account of the attack. He described the chaos that ensued, stating, "There were several loud explosions. When I tried to get dressed, there was thick black smoke in the entrance. It was burning. It was impossible to get out, although I tried twice. The windows in the apartment were not broken. I knocked on the neighbors’ doors but no one answered." Fortunately, Hrytsyshyn was rescued and received medical attention for high blood pressure.

Social media also captured a video that seemingly shows the moment a missile struck the residential block. The Ukrainian interior ministry confirmed that the attack resulted in the deaths of 25 individuals, including three children, while injuring another 73, 15 of whom were also children.

Local resident Yaroslav Teslyuk recounted the incident, saying, "I heard a loud rumble. It was followed by the sound of a building collapsing." The attack occurred around 5:30 a.m., a time when many residents were still asleep, highlighting the indiscriminate nature of the assault.

The drafting of this new peace plan underscores the complexities of US foreign policy regarding the ongoing crisis in Ukraine. As discussions continue, the possibility of achieving a resolution remains uncertain, especially in the wake of recent violent events. The plight of civilians caught in the crossfire serves as a stark reminder of the urgent need for a sustainable and fair resolution to this conflict. As Ukraine grapples with both military and diplomatic challenges, the international community watches closely, hoping for a breakthrough that prioritizes peace and stability in the region.
