During his speech from Downing Street, Healey emphasized the gravity of the situation, stating, “As I speak, a Russian spy ship, the Yantar, is on the edge of UK waters, north of Scotland, having entered the UK’s wider waters over the last few weeks. This vessel is designed for gathering intelligence and mapping our undersea cables.”

To counteract this provocative behavior, the UK has deployed a Royal Navy frigate and RAF P-8 planes to closely monitor the Yantar's movements. Healey described the Russian action as “deeply dangerous,” reiterating that the UK government is taking this situation “extremely seriously.”

Healey pointed out that the Yantar's recent activities are part of a broader pattern of Russian incursions into NATO-controlled territories, including reported drone flights over Poland and Belgium. In response to the heightened threat, Healey has modified the navy's rules of engagement, enabling British ships to track the Yantar more closely, at a distance roughly equivalent to the length of a football pitch.

He expressed concern that the ship is likely attempting to map critical British undersea cables, which are vital to national security and communication infrastructure. “My message to Russia and to Putin is this: we see you, we know what you’re doing, but if the Yantar travels south this week, we are ready,” Healey stated emphatically.

In his address, Healey highlighted the serious implications of the Russian action, particularly regarding the safety of British military pilots. “Anything that impedes, disrupts or puts at risk pilots in charge of British military planes is deeply dangerous. This is the first time we’ve had this action from Yantar directed against the British RAF – we take it extremely seriously,” he asserted.

The Yantar previously entered British waters in January, where it was monitored by a nuclear-powered submarine that surfaced close to the vessel. This pattern of behavior reflects a concerning trend in Russia's naval operations, prompting the UK to bolster its defenses and maintain a watchful eye on potential threats.

Healey's remarks were part of a pre-budget speech, during which he argued that the recent Russian provocations validate the government's decision to increase defense spending. He announced plans to allocate some of this additional funding towards constructing 13 new ammunition factories, enhancing the UK's military capabilities.
