Zelenskyy Visits Troops as Ukraine Faces Ongoing Challenges

On Tuesday, Ukrainian President Volodymyr Zelenskyy made a significant visit to the troops stationed in the Pokrovsk area of Donetsk oblast. During this visit, he met with soldiers at the command post of the 1st Corps of the National Guard of Ukraine Azov, which is actively engaged in defensive operations in the Dobropillya sector, located approximately 20 kilometers (12 miles) from Pokrovsk. Zelenskyy acknowledged the challenging circumstances, stating, "The situation remains critical."

However, the control of these regions remains tenuous, with neither side exerting firm authority over much of the territory. The Institute for the Study of War (ISW) released a report on November 3, indicating that Russian forces are not only advancing in the direction of Pokrovsk but are also increasingly operating within the city itself with greater ease. Nevertheless, it was noted that Ukrainian forces successfully liberated a significant section of the territory that had been previously penetrated by Russian troops in the Dobropillya area, which is located on the eastern flank of the Pokrovsk front.

In a striking development, Ukrainian long-range drones targeted an industrial facility located approximately 1,300 kilometers inside Russian territory in Sterlitamak. Local authorities reported an explosion at the Sterlitamak Petrochemical Plant, which resulted in the partial collapse of its water treatment facility; however, the cause of the explosion remains unidentified. The Ukrainian military's general staff confirmed that the attack inflicted “considerable damage” on the plant.

Furthermore, Ukrainian forces also struck a Lukoil oil refinery in Kstovo, situated in Russia’s Nizhny Novgorod region, east of Moscow. The Ukrainian military is currently assessing the extent of the damage caused by this operation. In parallel, the regional governor of Nizhny Novgorod confirmed that 20 drones were involved in the attack near Kstovo.

In response to the ongoing drone threats, Russian military reservists are now tasked with the protection of oil refineries from potential Ukrainian strikes. This shift follows a new law signed by President Vladimir Putin, which extends the involvement of reservists in the military effort. Additionally, a law was enacted that permits military conscription throughout the year, as opposed to the previous limitations that confined conscription to specific seasons in autumn and spring.

Although Russian law prohibits conscripts from being sent into combat, there is a risk that those who complete their military service may be placed in reserves, which could lead to their deployment in conflict zones. This adjustment in military regulations reflects the ongoing strain that heavy military expenditure is placing on the Russian state budget, prompting Moscow to increase taxes to address a growing deficit.

During his address at a European Union summit from the Pokrovsk region, President Zelenskyy emphasized the importance of continued support from the United States, particularly the provision of long-range weaponry to bolster Ukraine's defenses. He also called for the implementation of additional Western sanctions aimed at crippling Russia's gas and nuclear industries. Zelenskyy expressed his aspiration for Ukraine to achieve European Union membership before the year 2030.

In a related development, the finance ministry in Germany announced plans to increase military aid to Ukraine by €3 billion, bringing the total to approximately €11.5 billion for the upcoming year. This support package is expected to include essential military resources such as artillery, drones, armored vehicles, and the replacement of two Patriot missile systems.
