Labour leader Keir Starmer has expressed willingness to allow Members of Parliament (MPs) to question Prince Andrew directly about his residence in Windsor Great Park, where he has resided for over two decades. This inquiry comes on the heels of a letter from the Public Accounts Committee (PAC), which is led by seasoned Conservative MP Geoffrey Clifton-Brown.
The PAC has set a deadline of November 28 for the Treasury and Crown Estate to furnish details regarding the lease of the 30-room Royal Lodge and to clarify the reasoning behind the terms of that lease. Since 2003, Prince Andrew has been leasing Royal Lodge, a property that belongs to the Crown Estate, for a one-time payment of £1 million, securing the lease for a duration of 75 years. In addition, he has reportedly invested £7.5 million in refurbishing the residence.
It is understood that Andrew pays what is known as a “peppercorn” rent—a legal term indicating that while rent exists, it is set at a minimal amount, often around £1 annually. This arrangement technically validates the lease but raises questions about its appropriateness given the circumstances surrounding the prince.

Clifton-Brown's letter also inquires if any renovation costs for the property were subsidized by taxpayers and requests an unredacted copy of the lease to assess its transparency. The scrutiny comes amidst renewed allegations made in Virginia Giuffre’s posthumous memoir, where she claims to have had sexual encounters with Andrew on three occasions—a claim he has vehemently denied.
Clifton-Brown further questioned whether the current leasing arrangement for Royal Lodge remains justifiable in light of Prince Andrew’s altered status and role. He asked, “Does the current tenancy remain the most appropriate use of the Royal Lodge in light of the recent changed role for Prince Andrew, and if so, on what grounds?”
