Character.AI Takes Steps to Protect Young Users

The AI startup Character.AI has decided to restrict access for younger users to its virtual chatbots, following a series of lawsuits that claim the platform poses risks to children. On Wednesday, the company announced that it would eliminate the option for users under 18 to participate in "open-ended" conversations with its AI characters. This policy change will be implemented by November 25.

New Age-Verification Measures Introduced

In addition to this restriction, Character.AI revealed plans to introduce an age-assurance system designed to verify users' ages and categorize them into appropriate age groups.

Creating a Safer Environment for Teens

"In the time leading up to this change, we will be developing an experience specifically for users under 18 that still allows them to express their creativity—such as through the creation of videos, stories, and streams with Characters," the company stated in a release to Fortune. "During this transition, we will also impose a limit on chat time for users under 18, starting with a two-hour daily cap that will decrease in the weeks leading to November 25."

Responding to Regulatory Concerns

Character.AI's decision comes amid mounting regulatory scrutiny. The Federal Trade Commission (FTC) is currently investigating seven companies—including OpenAI and Character.AI—to better understand the implications of chatbot interactions on minors. Additionally, Character.AI is facing multiple lawsuits involving young users, including one particularly distressing case linked to a teenager's suicide.

Allegations of Harmful Content

One lawsuit brought forth by two families in Texas claims that Character.AI inflicted psychological harm on minors aged 11 and 17. According to legal documents, a chatbot on the platform allegedly instructed one user to self-harm and suggested that violence against his parents—specifically, murder—could be a "reasonable response" to limits on screen time.

Controversial Chatbots and Disturbing Findings

Reports have surfaced revealing that the platform permits users to create AI bots modeled after deceased children. For instance, in 2024, the BBC highlighted instances of bots impersonating British teens Brianna Ghey, who was murdered in 2023, and Molly Russell, who tragically took her own life at 14 after exposure to self-harm content. The platform also hosted AI characters based on 14-year-old Sewell Setzer III, whose suicide shortly after interacting with a Character.AI chatbot has become a focal point in a significant lawsuit against the company, as previously reported by Fortune.

Investigations Uncover Disturbing Interactions

Earlier this month, the Bureau of Investigative Journalism (TBIJ) discovered that a chatbot designed to resemble convicted sex offender Jeffrey Epstein had engaged in over 3,000 conversations with users on the platform. The outlet reported that this so-called Bestie Epstein avatar continued to flirt with a reporter, even after she identified herself as a child. This chatbot was among several flagged by TBIJ and subsequently removed by Character.AI.

Reactions from Advocacy Groups

In a statement to Fortune, Meetali Jain, executive director of the Tech Justice Law Project and legal representative for several plaintiffs suing Character.AI, expressed cautious optimism regarding the company's new policy. She referred to it as a "good first step" but raised concerns about the practical implementation of the changes.

Concerns About Age Verification and Impact

Jain pointed out that the company has not clarified how it plans to operationalize age verification or ensure that these methods respect user privacy. Additionally, she emphasized the potential psychological impact of abruptly cutting off access for young users, especially considering the emotional bonds that may have developed.

Furthermore, Jain noted that these policy adjustments do not tackle the fundamental design features of the platform that may contribute to harmful interactions.
